Project Scope
Implementation of all design modifications in response to NCR Order EA-12-049 Mitigation Strategies’ for Beyond-Design-Basis External Event (BDBEE) and diverse and flexible (FLEX) coping strategies for Severe Accident Management (SAM).

Project Description
Williams Fleet Project Team managed 36 design change modifications and provided equipment, tools, labor, and supervision necessary to implement the SAM/FLEX Tier 1 strategies for both PWR and BWR units in SNC’s Nuclear Fleet.

Williams performed each of the projects under various contract formats including Lump Sum, T&M and Target Price. All SAM/FLEX projects were awarded to Williams, including those offered through the competitive bid process. Weekly Project Status Reports were maintained and provided to the client to ensure all project performancemetrics were conservatively managed.

Design changes included installation of alternate power capabilities and plant piping modifications to incorporate connection points for temporary power and water supplies as a part of the coping strategies for the transitional period from the installed plant equipment to on-site FLEX equipment. During this transition phase, on-site FLEX equipment is deployed by the station staff as additional emergency personnel respond from offsite to maintain essential functions.

Some of the effected systems include Boron Injection; RCS Make-Up, Condensate Storage Tank, Core Cooling, RHR Service Water, Plant Alternate Power distribution and Communications.

Challenges

  • Meeting compressed project schedules for both pre-outage and outage impacted by late design issues and material availability.
  • Meeting both project and site outage manpower requirements.
